Second Class Mail
Articles, such as Book Packets, Registered Newspapers, Pattern  and sample packets and Blind literature packets are treated as second class mail.

Book  packet may contain  News papers, publications of all kinds, printed music books, paper, parchment and cardboard either blank or printed not bearing any writing.

Registered Newspapers Scheme is confined to Registered Newspapers (including Magazines  and Periodicals) which are published at intervals of not more than 31 days and which post more than 500 copies at a time.

 A pattern or sample packets may contain bona fide trade patterns or  samples of merchandise not having any saleable value together with, or without, any matter which may be sent as a book packet.

Blind Literature Packets include papers of any kind, periodicals, books and letters to or from blind persons impressed in "Braille" or other special type for the use of the blind.

Contents
Newspapers, publications of all kinds, printed music books, paper, parchment and cardboard, either blank or printed.

Pictures, plans, maps and drawings, whether done by hand or any mechanical process, photographs and engravings, not bearing any writing except a signature, a date and description not exceeding five words.

Business, commercial, or legal documents drawn wholly or partly by hand e.g. deeds, accounts, powers of attorney, proposals of insurance policies;

Manuscripts for press and manuscript music, not bearing any written endorsement other than a direction.

Licences, statistical returns sent by or to officials by their designation only, and Revenue and Judicials processes sent by Courts to Presidents of Union Boards President of Panchayats and Presidents of Chaukidari Unions and vice versa;

Written letters of old date which have previously passed through the post and served their original purpose;

Documents wholly or partly produced in imitation of printing as well as documents reproduced from printed manuscript of type-written originals by photocopying or any similar process; 
Prohibitions
Bills, invoices, bills of lading, receipts for goods and price list, premia notices sent by Insurance companies and similar other documents having manuscript, rubber stamped, type written, Bradma or computer printed entries cannot be sent at book packet rates.

Court summons, notices and similar documents issued by a Criminal or Civil Court.  Whether sent from the court of issue or returned to it direct, or through the medium of another court Government office, or railway administration, as well as Police diaries cannot be sent at book packets rates.

No communication of the nature of a letter or having the character of a personal communication shall be enclosed in or written upon a book packet except to the extent given above.

No card bearing the heading "Post Card" shall be transmitted open as a book packet.

A book packet shall not contain "paper money" unability postage or other stamps, currency notes, hundies, cheques, bank notes bank post bills, bills of exchange, and all order or authorities for the payment of money, provided that a book packet may contain one stamped and addressed envelope post card or wrapper bearing the name and address of the sender of the packer, or some other person named thereon.
Presentation - manner of packing
A book packet shall be posted without a cover, or in an unfastened envelope, or in a cover which can be easily removed for the paper or separating any adhering surfaces.  A packet posted without a cover may not be fastened or otherwise treated so as to prevent easy examination.
Unpaid and insufficiently paid Book Packets
A book packet posted unpaid is charged on delivery with double postage; an insufficiently pre-paid book packet is charged on delivery with double amount of the deficiency.
Postage chargeable on infringing article
A book packet found to be in excess of the prescribed size or prescribed weight will  be returned to the sender.  Any postage paid on it will not be refunded.
A book packet should not contain any item which is prohibited from being transmitted by post.

It should not contain any writing except;
In the case of books and complimentary card (such as, Christmas, New Year, Birthday, Id and Bijoya Cards), the name of the person to whom sent or presented, the name and address of the sender or owner, date, and not more than five words or initials of a complimentary nature or signifying presentation.

In the case of printed notices, printed circulars, (i.e. printed notices and printed letters) and printed invitations the date and hour of the occasion to which they relate, the name and address of the addressee, the name of the sender and, in the case of notices of a meeting, the object of the meeting:
Proof corrections in proof-sheets and music sheet, and corrections of printing errors in other printed matters;

Such book packet may contain an invoice and a bill pertaining to the books containing in that packet, but no separate price list of form or order, other than bill or invoice
