Introduction
The responsibility for distribution of newspapers and periodicals to troops based on APO address has been vested in APS with the object of:

(a) Eliminating breaches of security caused by dissemination of information about movement of field units and formations to news agencies.

(b) To avoid delay and losses in transit.


Newspaper Centres have been established at the Central Base Post Offices in New Delhi and Kolkatta as welfare measure for reaching the print media to the troops in remote places.
The Newspaper Centres are responsible for procurement and supply of the latest edition of newspapers and periodicals to subscribers on security form of address and also units on open address if they desire and if supply is feasible through FPO/ SDO.
Units not entitled to postal/ SDS cover will however not get NPC cover.


For fresh supply, a subscriber is required to fill up the prescribed order form available at FPO. The amount required for remittance to the NPC concerned will be calculated from the current rate list. Remittances will be made by means of cash at FPOs or cheques /FPOr/ DD in favour of OIC, NPC 1 CBPO/ 2 CBPO payable at New Delhi/Kolkatta.
Outstation cheques will be accepted subjected to clearance charges included in the cheque.  The subscriber will be allotted 16 digit customer code number by FPOs for the initial subscription. 
The customer code will remain same throughout the renewal except the individual/unit moves out from one location to another location.


All the News-papers and Periodicals generally in demand are supplied to the Fmns/units through FPOs by NPC 1 and 2 CBPOs at the prescribed rates.

Expiry notice will be issued by the NPC in advance to the subscriber reminding him of the date of expiry of the current subscription and requesting him to remit the renewal subscription.
For renewal of the subscription, the subscriber has to fill up the order form and hand it over to the FPM, with cash/ cheques/FPOr as in the case of fresh supply.
Other formalities prescribed for fresh supply, will be applicable for renewal also.
Concessions:
Subscribers who pay 12 months subscription for certain newspapers and periodicals at a time will be entitled to supply for 13 months.  This will not apply for special offer packages.
Special Offer Packages
APS is providing certain leading magazine at irresistible rates ranges from 33% to 66% to the troops under "Special Offer Packages".  The following are the terms and conditions :-
1 month free supply for 1 year subscription will not applicable under this scheme.

Change of type of magazine from one type to another type will not be accepted once ordered.

The subscription is for minimum one year.  No refund will be allowed in between the currency period due to leave/hospitalization/TD etc.

All the magazines will be supplied through FPO.  No civil address will be accepted.

Unit will have to make arrangement for collection of newspaper/magazines from nearest FPOs.
After Sale Service
Complaints regarding non receipt/short receipt/late receipt/excess receipt or any other type of grievance may be routed through FPO concerned by quoting subscription code No, nature of complaint, brief details to NPC 1 CBPO/2 CBPO for remedial action.

Terms & Conditions for subscribing Newspapers/magazines
through NPC, 1 CBPO
Subscription should be remitted in cash at FPOs. Subscription can also be paid in the shape of DD/IPO/Cheque in favour of OIC NPC, 1 CBPO payable at Delhi. Outstation cheques will be accepted subject to the condition that clearance charges as applicable will be deducted from the subscription amount and supply regulated accordingly. 

The order form and the amount should be sent one month in advance for supply the newspaper/magazines in time.  However, special offer magazines will be supplied after 40 days or the first availability from the date of receipt of order form at NPC.

Special offer magazines will not be either cancelled or the amount adjusted towards other subscription in the middle of the period.  Temporary suspension of special offer magazines is also not accepted during the currency period of subscription.

All the newspapers/magazines will be supplied through FPOs only.  The subscriber has to make arrangement for collection of newspapers/magazines from FPO under their own risk.  No civil address will be accepted for delivery.

Remittance for renewal should reach NPC, 1 CBPO one month before the expiry, indicating subscription number for timely renewal.

The rates of the newspapers/magazines are subject to revision at any time by the Publisher and the balance number of issues will be adjusted automatically depending upon the balance amount available on the date of revision.

The list of newspapers/magazines available with NPC, 1 CBPO is available with FPOs.  If any magazines/newspapers are not available for any reason, the amount will be refunded or adjusted for some other newspapers/magazines desired by the subscribers.

The rates of Foreign magazines are subject to frequent change depending upon the currency exchange rates.  The current rate may please be obtained from NPC before subscribing the foreign magazines. 

The newspapers/magazines are despatched on the very same day of its release at Delhi.  Please allow the normal transmission time from Delhi to your destination. 

The foreign magazines are released much later than the date of issue in India due to customs clearance formalities. 

Complaints of non-receipt of newspapers/magazines should be reported as under :-

        (a)        For newspapers                -        within 7 days
        (b)        For magazines                -        within 15 days

Supply of replacement copy will be subject to availability or the equal period of currency of the subscription will be extended.  Such request should be routed through concerned FPOs indicating subscription number for early settlement.


Request for change of address should reach 15 days in advance from the date of move from old destination to new destination through concerned FPO indicating subscription number and effective date of move.

Supply of newspapers/magazines to units taking part in UN Mission Abroad will be made only after the written consent of Addl Dte Gen of APS, Army HQ.

Concession of one month free supply is not permissible on foreign magazines, Swamy News and all special offer magazines.

The gift announced by the publishers for their direct subscribers will not be applicable to our subscribers until NPC announce special gift to our customers

Subscription for newspapers and magazines will not be booked less than 3 months and 1 year respectively.  All special offer magazines will be booked for 1 year only.

Always quote subscription code number for all correspondence and route through your dependent FPO for early settlement.
